China Blocks UN Ban on Masood Azhar; Cites 'Different Views’

China has used its technical hold for the second time in six months to block UN ban over Pakistan-based Jaish-e-Mohammed (JeM) Massod Azhar.
The country defended its move stating that there were "different views" over India's proposal for the ban. China is the only member of the 15-countries strong UNSC to oppose the proposal.

The Chinese Foreign Ministry said the technical hold will allow more time for deliberation, as it lets relevant parties to have further consultations. The ministry sent a written reply to a query from Press Trust of India (PTI).
India has forwarded the application to name Azhar as a "globally designated terrorist." The designation is given by the United Nations' counter-terrorism committee, which is also known as the 1267 committee. It makes it mandatory for UN member-countries to freeze the assets related to such persons and allows for other restrictions.
India strongly criticized China move and said that it would send out a dangerous message. China had earlier exercised such technical hold six months back, when the proposal was first moved. The extension to the technical hold will last three months.
China has expressed its strong support for combating all forms of terrorism, while calling for more robust international cooperation against it.
The issue is likely to be discussed when Indian Prime Minister Narendra Modi and President Xi Jinping meet during the BRICS meeting in Goa on Oct. 15 and 16.
