China claimed that building a dam on Brahmaputra will have a negligible impact on India.
Amid its claim that the dam has the capability of storing less than 0.02 percent of the average run-off, India is still planning to study the project's effect.
On Oct. 1, China announced the damming of Xiabuqu, a tributary of Brahmaputra, which is known as Yarlung Zangbo in Tibet. It was done as part of developing the $740 million hydropower project in Lalho, which was initiated in June 2014.

Chinese officials already sent the papers to India showing the dam's impact, particularly its flow to India.
Accordingly, Xiabuqu river "lies totally within the Chinese side,"' therefore, the downstream flows will only be marginally affected once it is adjusted for the contribution of the catchment areas in India.
Despite receiving a copy of the study's result, India remained keen about doing its own research to determine the actual contribution of Yarlung Zangbo to the flows in India. It will also study the contribution of catchment areas located within the country.
The Foreign Ministry noted that both countries are cooperating on transborder rivers.
Meanwhile, China stated that it is likely to continue the use of resources related to the Yarlung Zangbo river for the development of the region. The project has been labeled as important for the overall wellbeing as well as food and water safety of the region. It is also claimed that the exploitation of such resources is important for the existence and development of the locales.
