Here are the four rules and regulations that were considered crap:

1.)   Home Visit Law

The newly revised Law aiming to protect the Rights and Interest of the Elderly, which was implemented on July 1, orders those who reside separately from their elderly parents should pay them a visit regularly. Experts pointed out that this Rule just serves as a guide in lieu of a value orientations but impractical to take imposed measures not in favor of violators.

2.)   Working Outdoors

According to the State Administration of Work Safety, Ministry of Human Resources and Social Security, Ministry of Health and All China Federation Trade Union, this rule states that when the temperature exceeds more than 40 degrees Celsius, working outdoors should be postponed. This rule seemed very much in favor of workers but sadly, it is hardly implemented.

3.)   No Smoking

The implementation of the rules and regulation stipulated by the Public Places Sanitation Administration is to post "no smoking" signs in the public places and their staff should cease smoking, but hardly ever speak a word. Ever since the rule was implemented in Guangzhou city in Southern China's Guangdong province in September 2012, only 19 punishments have been carried out.

4.)   Registration of Pet Dogs

The municipal and provincial rules and regulations in relation to registration of pet dogs were executed more than 10 years ago to oblige obligatory registration of all pet dogs. However, the high cost of executing the rule has halted the rule from taking into effect. For instance, the process of the punishment for not doing so in Guangzhou will involve more than 10 policemen over a couple of weeks.

These said rules and regulations look like really beneficial but they were not properly executed because Chinese people do not take them seriously. If we try to dig deeper into these rules and regulations, we will see that it is not bad at all and that, in fact, will do good for us.
