Terry McKinney was taken into custody on Sunday. His arrest marked the conclusion of the hours-long standoff between him and the police. In addition, San Bernardino Police Lieutenant Rich Lawhead declared that no person was hurt during the incident.
At roughly 3:00 in the afternoon on Sunday, police officers were alerted by concerned citizens who reported that a man opened fire at an ice cream truck and another car. The area the man was shooting at was said to have children nearby. According to the local media, there were roughly 10 kids surrounding the ice cream when the suspect began shooting at it. However, Lawhead could not verify such reports as of the moment.
As soon as the authorities arrived at the scene, McKinney went back to his house and declined to follow orders from the police. To aid in their negotiation, the police provided McKinney with a phone delivered using an armored vehicle. Instead of expressing his openness to a dialogue, however, the suspect decided to fire several shots at the delivery vehicle.
McKinney's actions prompted the authorities to shoot approximately two dozens of tear gas canisters and other chemicals. One of those thrown at the home caused a fire to burst inside, Lawhead stated. The fire forced the suspect to attempt an escape out of the back window. However, his breakaway was thwarted by a police dog that caught him.
Investigators have yet to determine the reason McKinney opened fire at the ice cream truck. In a report released by the Riverside Press-Enterprise, a local newspaper, the suspect and the police have "interacted" in the past.
