Season 3 of episode 6 of The Flash, entitled Shade, finally introduced to us the new villain Savitar, who is also known as the "god of speed."
Savitar is a Cold War pilot for a third-world nation. He was elected to test a supersonic fighter jet, but as he reached top speed, his plane was struck by lightning, and he went down in hostile territory where he began to discover his power.

He discovered that he could defeat his enemy by moving at superspeed. He named himself after Savtr, the Hindu "god of motion" and being obsessed with the speed he dedicated his life to studying more of his power. He became a leader of a cult as he gained more followers who are known as the Thunderbolt Agents.
As Savitar studied, he discovered that he could protect himself in a null-inertia force field, give speed and kinetic energy to objects or people, even those in a rest state. He could point at somebody and make them careen into a wall, and he can also heal his injuries instantly.
As Savitar keep on searching for more knowledge, he found out that the only super-speed hero at the time was Johnny Quick and got into a battle with him. The wave, which was turned with the arrival of Max Mercury, led Savitar toward the Speed Force.
Savitar returned decades later, to discover that his followers, the Thunderbolt Agents, had become a large cult in his absence.
While in the comics, Savitar wore a kind of ceremonial headdress and was a bare-chested figure with long hair. On the TV series, he has a metallic look like Sauron from The Lord of the Rings movies or Megatron from the Transformers.
