August 19th, the KAL9831 of Korean Air Lines was from Cheongju, South Korea to Xi'an, China. When the passenger jet is going to land in Xi'an Xianyang International Airport, it didn't comply with orders from the airport's control tower. Later, the passenger jet had to land by radar guidance.
August 23rd, the officials from Northwest Regional Administration of CAAC made an appointment with the manager of Korean Air Lines Company, Xi'an branch, and circulated the whole situation. At the same time, Chinese official demands that Korean Air should take measures immediately to strengthen the operational capacity of its flight crew, especially their English level. Later, Northwest Regional Administration of CAAC announced that they decided to ban the flight crew of KAL9831 to land in Xi'an Xianyang International Airport for one year due to their fault.
