Chinese Football Association Sets New Rules to Control Club Spending

The Chinese Football Association (CFA) releases more new rules, including regulating transfer fees and setting limits on wages, in a further effort to restrict Chinese outfits' "irrational" spending.
According to China.org, the country's football governing body announced "18 regulations" through its official website yesterday. CFA's announcement was made after the conclusion of its national congress in Wuhan this week.

Details regarding some points in the regulations will be made clear after opinions are gathered from the participating clubs in the CSL and the China League One.
"The development of China's professional leagues should follow the direction of FIFA, AFC, and other powerful countries," CFA president Cai Zhenhua said. "When there are new rules, they should be followed, even though clubs may have a difference of opinion over some details."
Aside from reducing the allowed number of foreign players for each CSL match from four to three, the latest regulations have reinforced some financial curtailment. Remuneration and bonus caps will be set for teams, as well as a transfer fee upper limit.
For the exceeded amount, the CFA will charge a certain percentage of money that will be put in a football development fund. The exact figure for the so-called fine is yet to be decided.
According to Sky Sports, Chinese clubs have spent heavily over the past year to attract high profiled international football stars. Earlier in this transfer window, Shanghai Shenhua signs Carlos Tevez with a reported £615,000 (US$ 753,000) per week after city rival Shanghai SIPG acquired Oscar from Chelsea for £52 million (US$ 64.15 million).
Tevez and Oscar are the latest international players to make record-breaking moves to Chinese Super League (CSL) clubs, joining the likes of Ramires, Jackson Martinez, Alex Teixeira, Alex Witsel and Hulk.
Other new regulations pertain to qualifications of professional clubs' coaches and its training base facilities. It also mentioned the introduction of a third-party auditing firm to oversee clubs' financial status.
Clubs, who will be found withholding players' wages, will face severe punishment that includes cancellation of the team's registration.
