Beijing to Reduce PM2.5 by 25% by 2017

Beijing is going to combat PM2.5 in the following 5 years, following the general guidance of the State Council. The 5-year project requires Beijing to obviously improve the air quality by 2017. It asks Beijing to manage to reduce the annual mean concentration of PM2.5 by 25% by 2017, limiting the mean concentration of PM2.5 to about 60 micrograms per cubic meter. Bejing is going to divide the 5-year air quality improvement project into 84 special tasks and announce the tasks to the public.

The 23 million ton coals fired per year is the biggest enemy of air quality in Beijing. Beijing will adopt 18 measures to control coal pollution to reduce 13 million ton coals fired annually by 2017.Clean energy will be promoted to replace coal products. No more coals will be fired in downtown areas by 2015. More gas and electricity will be transferred from other localities to support the supply.
30% of the air pollution in Beijing results from vehicle emissions. Beijing will take 22 moves to sufficiently treat the problem. On one hand, by 2017, the number of motor vehicles owned will be limited to 6 million and the proportion of people who travel by bus in downtown areas will reach 52%. On the other hand, 1 million old vehicles will be replaced and fuel standards will be further increased. In addition, Beijing will promote new-energy vehicles, develop public traffic, improve vehicle limitation policy and set up public policies to reduce vehicle usage.
Beijing has already drafted the list of highly polluting enterprises. 1,200 enterprises are required to relocate the factories from Bejing to other places. What's more, pilot projects will be carried out to promote innovative measures such as charging for different prices for water and electricity according to enterprises' pollution emissions. New policies of pollution charges, permits and trades will be established to further promote green credit.
The 84 special tasks will be assigned to relevant departments and leaders. All the departments or enterprises have to further refine the tasks by the end of this September and fulfill the tasks year on year.
