The president spoke in front of service members at the United States Central Command in Tampa, Florida.

Obama said that he thinks it will be more effective to use the military's unique capabilities in supporting the other members of the coalitions who already have their troops on the ground. He noted that with this strategy, the countries that are working hand in hand with his administration will be able to secure their future.
He noted that this is the only solution they could think of that will result in successfully dismantling the Islamic State in Iraq in the Levant (ISIL) even if it would take more time. Obama noted that having more members of the coalition against the militants will be the best way to degrade and destroy the extremists.
On Tuesday, Joint Chiefs Chairman General Martin Dempsey told the Senate Armed Services Committee that he thinks the airstrikes along will not defeat the ISIL, and that putting troops on the ground will have more impact and effect.
The U.S. have already launched over 160 air strikes since August, but Dempsey noted that air strikes alone will not defeat the ISIS militants. Obama stood firm by saying that the U.S. maintains a good number of military advisers assisting troops sent by other countries, as well as Syrian insurgents.
The latest threat from the ISIS militants was the video released showing President Obama and the White House that had the title "Flames of War". Due to this, the bill has been passed that the White House already authorizes the training of Syrian rebels.
