Rocks That Spelled Out "China" in Icelandic Beach Cause Anger

European tourists are pissed at their Chinese counterparts for allegedly arranging stones at a beach in Iceland to spell out "China" in Chinese characters.
A photo of the Snaefellsnes Peninsula in Iceland showed stones arranged to form the Chinese character for China. Icelandic media said that this "act of natural graffiti damaged the local environment."

European visitors of the beach are angry at the rock-movers. They said that Chinese authorities should be informed to punish the tourists. The China National Tourism Administration said in May 2015 that Chinese tourists in other countries will be blacklisted if they display uncivilized behaviours such as this rock-moving incident.
However, some Chinese netizens doubt if the rock-movers were really Chinese as "it doesn't look ike Chinese people's writing."
Will this go down as one of those unexplainable events? Who moved the rocks?
