In many cities of China, most people do not like the urban management officer. They are described as "Chinese Viking" by a few foreign newspapers. It is true that some of the officer, or "Chengguan" in Chinese, they abuse of the power has caught lots of debates in the society for a while. The bad reputation has spread widely so that no one ever thinks about how to be a qualified urban management officer. Yet the mayor of Baoding City received the commendatory letter from a citizen in Guangzhou, which revealed the story of a new urban management officer, Jiang Meng.
Jiang Meng, 28 year-old, the officer mentioned in the letter. In the interview, he said that he did not think of getting of a commendatory letter by just doing his work as usual. He is a little afraid of people thinking that he is showing off in the issue. It was about two months ago. He found that a retail vendor was doing her business on the sidewalk, which was not allowed. It was after his duty time; he still went to the vendor and tried to persuade her to move the stuffs away. The vendor was upset and argued loudly with Jiang Meng. He was still patient and kept explaining the vendor the regulations and asked her to move to another place. Twenty minutes later, the vendor left. What surprised the people was that the vendor sent to the office of the urban management and made a commitment that she would never violate the regulations any more. The scene was observed by a citizen from Guangzhou. He was touched by what Jiang Meng has done. He decided to write a commendatory letter to the manager, praising the attitude of how Jiang Meng handles the tough work.
People may have prejudice the officers are not well educated due to the previous negative report. It would be another surprise that Jiang Meng graduated from the university in England and has a master degree of art and media. He came home to take care of his parents, and became the officer of urban management carelessly. His friends made a joke, saying that he is doing something not related to art at all. He laughed, and continued, it was kind of art to deal with various people, and try to make them corporate with you.
