Yi Mou Zhang Paid the 748 Thousand RMB Fine for Having Extra Children

Following the decision from the Child Support Unit on 1/9/2014, the couples were required to pay the fines within the 30 days period by transferring the fund into the government bank account. According to the government code, the Population and Family Planning Bureau of Benhu, Wuxi, has already transferred the fund to the government coffer.

In May 2013, notorious movies director Zhang was allegedly reported to have given birth to another child by several news outlets which revealed that he has had more children than the government would allow. At that time, the Commissioner of Wuxi were being questions on many occasions as he was alleged to have taken bribes for covering up this incident.
On Dec. 1, 2013, Chen and Zhang told reporters that he has worked cooperatively with the Population and Family Planning department regarding to this investigation. The Population and Family Planning Bureau also reported that they have been actively conducting the investigation according to the applicable laws.
Based on the information obtained, Chen and Zhang have given birth to another child and they have violated the State status which limits how many children a couple can have in their family. Zhang (from Xixiangtang, Nanning, Guangxi) and he and Chen (from Binhu, Wuxi, Jiangsu) have already had three children they were born in PeiJiang.in 2001, 2004 and 2006 respectively). None of the children had received a certificate of birth from the government. The Chen and Zhang obtained a marriage certificate in September 2011. The couples and the children are not permanent residents of Wuxi. According to the Status of Birth Limitations, Chen and Cheng have already given birth to three children which have already in violation of the status.
On Dec. 3, 2013, Zhang along with his wife, Chen came out together and met with the press and acknowledged their mistakes of exceeding the status and were apologetic.
On Jan. 9, 2014, The Population and Family Planning Bureau of Wuxi openly acknowledged the Zhang family for have exceeded their allowance of children and they were punished for over 748,000 RMB. They paid their fine in one lump sum within 30 days.
