A Newly and Popular Bribery Hidden Rules in China

Cheng Liu, 40, a business owner of a construction company in Hangzhou told reporter the current newly and popular bribery hidden rules.  

"The government's prohibition has indeed made many officials feel trembling with fear and have shown some restraint at some points. However, the bribery phenomenon has not ended but has still existed with many hidden rules. " Liu was sitting in café lighting up a cigarette, "Like smoking, it is hard and also takes time to quit."

"For example, inviters would change a way to invite people to have dinner because officers do not dare to have dinner in luxury clubs or high class hotels. A few friends of mine rent houses in some nice view places and hire one or two 5-star hotel chief to cook yearly. Then inviting guests to have dinner becomes a common activity. This kind of houses is located in hidden places that no one would know what happen inside." Liu said slowly like telling stories.

He also disclosed that those friends would usually suggest the officials park a little far from the houses so that the officials would be safer, and the friends would pick them up to the houses with private cars.

"Entertainment is always necessary after dinner. Now fewer people go to pub, night club, or foot massage center, but luxury bath center. Single room costs 2000 RMB per time and could be shared with 2-3 people. The decoration looks like 5-star hotel. Inviters do not give out cards or discount coupons. They get a card valued over10 thousand RMB from the center directly and save the card in the center. When invitees only need to tell a name or phone number of the inviters when they get to the center. " Liu said this way would not be easily discovered.

He kept saying, "no one would dare to give gift cards or cigarettes and wine, but they buy clothes of luxury brands from department stores." If they do not like the "gifts", they could easily exchange or even return to the stores as long as the givers make an agreement with the stores in advance.

Liu feels helpless because he dislikes this way of establishing and developing business relationship (Guanxi) with spending about one million RMB per year, but there are no other ways to do business in his place.

He hopes China can reinforce anti-corruption efforts, strengthen the institutions, and make rules by law come true soon. His dream is our society would play according to the rules and more public resources could pass to the public. At the same time, businessmen do not need to establish Guanxi but focus on business itself.
