Deputy Minister of Human Resources and Social Security, Zhi Ming Yang, introduces that the numbers of nationwide peasant labors reaches 269 Million in 2013; therein 166 Million peasant labors works outside. The average income of peasant labors is 2609 RMB, covering 50% of the total farmers' average income.

Yang introduces that the Party Central Committee and the State Council highly value the work of peasant labors. They passes out a series of policies and measures to promote the employment scale of peasant labors, to continually enhance professional occasional skills, to massively increase work income and the numbers of peasant labors who participate in social security, to protect labor rights as a whole, to expand the scope of basic social services such as children's education, housing improvement, birth control, and public health, as well as to basically form social atmosphere of caring and concerning peasant labors.

Yang expresses that peasant labors currently faces new situation and challenges. Peasant labors' employment quality needs to be promoted. Labor rights have usually been infringed. The scope of enjoying basic social services needs to be expanded. Yang points out that the Party's 18^th People's Congress and 18^th Third Plenary Session referred that promoting agriculture in order to transfer population to urban areas requires new goals and new requirements to peasant labors.
