Beijing implements 'Two Children' Policy

Beijing formally put the 'Two Children' Policy into effect on February 21. Since February 21, couples in which either spouse is an only child are officially allowed to have a second child and do not need to pay the social support fee.
According to the survey conducted by Renmin University of China in December, 2013, there are about 554 thousand families which the wives between 20-49 years old in Beijing; therein, 451 thousand families have already had one child. 50%-60% of those families would like to have second child.

A representative of the National Population and Family Planning Commission points out that after the implementation of the 'Two Children' policy, qualified couples shall apply for rebirth certificate before pregnancy. Each level Population and Family Planning Commission shall exam and approve this kind of situation with principle of "first come first serve" when receiving all the required documents, shortening the process time and enhancing process efficiency.
Couples who have given birth of second child before the implementation of "Two Children" policy still need to pay for the social support fee. Beijing Population and Family Planning Commission points out that the implementation of 'Two Children' policy does not mean the relaxation of family planning.
To avoid the public service pressure from health care and education of much more children, Beijing still keeps insisting on the 18th Article of 'Beiing Population and Family Planning Regulations'. According to the article, the policy is applicable only when the mother is not under 28, or when there is 4-year birth spacing.
At the same time, in accordance with the "125" population development plan, the situation of recent newly-born population change, and the implementation situation of 'Two Children' policy, Beijing will work out annual population plan and strengthen instruction and control to ensure newly-born population in a rational range and to prevent from big fluctuation.
