Member of CPPCC Scolded for the Suggestion of Civil Servants’ Salary Raise

He Xiangjiu, a member of the Chinese People's Political Consultative Conference (CPPCC), proposes to raise civil servants' salary. His proposal, however, is scolded by a large number of internet users.
He Xiangjiu is a member of 12th CPPCC, vice-president of municipal CPPCC of Cangzhou, a member of China Democratic National Construction Association Central Committee, and a member of the China Writers Association.

Some media report that he is going to propose a substantial increase of civil servants' salary, which caused a huge public response on the internet. He explains that he actually proposed to gradually raise salary for grassroot civil servants. He emphasizes that he is not suggesting raising salary for all the civil servants in general.
He says, "I work at Cangzhou. The grassroot civil servants there are very young. I have many chances to work with them and know that they work day and night almost 7 days a week. It is very intensive, but their salaries are very low, even lower than the income of a peasant laborer. We should pay attention to the group of grassroot civil servants."
He adds that the majority of civil servants do not have any "gray income" and work very industriously. Also, most of them have not increased salary for a few years already. It does not match with the amount of increase of current commodity price.
He does not blame the internet users on the scold, but he is so surprised that there has been an intensive level of the antagonism between civil servants and ordinary people. Some civil servants do make gray income and bully ordinary people. However, most of the civil servants do not do illegal things.
He suggests that civil servants shall work harder to maintain their image. Chen Kehan, Labour Union Chairman of Carrefour supermarket Co. Ltd and a member of CPPCC, recommends that the civil servants' salary shall be more reasonable and transparent so that ordinary people will not question it.
