Authorities in Dongguan, Guangdong province, where the criminal practice is reportedly being carried out, said they have started the investigation into the abuses and have stepped up their operations in capturing the criminals.

The exposé detailed the operations of the criminal gangs. It said that many people, including children, were first sold to these criminals in Dongguan after being abducted in their hometowns.

The victims are then disabled by these gangs, usually by cutting off their fingers and hands, and then forced to beg on the streets of Dongguan.

The police said they have already devised "special plans" to expedite their operations and rescue the victims from their situation as soon as possible.

They refused to divulge the plans but said they will step up efforts to rescue the city's beggars, particularly children, over the next few months.

Director Yang Dongru of the Dongguan bureau of civil affairs called on the communities to alert police whenever they witness any of these crimes in the city.

He urged both civic groups and government units introduce welfare systems for children of poor rural families so that they do not fall prey to criminal gangs.

"With the country's rapid and sustainable economic growth, Guangdong and many other local governments have the ability to improve their welfare systems for children and for the unemployed," Yang said.
