State Council Issues Guidelines on Transparency

China's State Council has released guidelines that aim to improve transparency in various areas, particularly on issues concerning land use and environmental protection.
The State Council aims to establish processes that will track down information and publicly release any information on the environment.

The government wants to make transparent the real conditions of the environment, specifically the quality of air and water, and details of environmental impact assessments for major projects.
Information on nuclear safety will be made available, including the efforts of major polluters to handle their discharges.
The new guideline was issued in response to Premier Li Keqiang's "declaration of war" against pollution early this March during the annual session of the National People's Congress.
The rise of disputes over the usage of public and private lands resulted in the issuance of another guideline on this matter by the State Council.
On the track for transparency, the cabinet aims to improve information disclosure on the management and disposition of land.
Local governments are now required to disclose information on the acquisition of land, the transfer of rights on farming and lands targeted for construction and mining. The public will have access to these transactions, including any scheduled "for demolition" programs.
Among matters that will be made public include administrative approvals for financial matters like budget, spending on cars, overseas trips and receptions.
The new guidelines also aim to synchronize the information released by the various ministries and agencies.
