Premier Li Keqiang is calling for full cooperation in addressing the issues that will lead to a "deeper" reform in China's medical industry.
Li is aspiring to implement reforms to county-level hospitals based on a written instruction issued by his office.
The premier stressed that these county hospitals are the frontliners of the country's health service sector, providing care to at least 900 rural residents.

Li stated in his issuance that county hospitals should not be financed through the sale of drugs. He also called for innovation in hospital management systems, including boosting dedication and commitment from among health workers.
The ultimate objective of the reform is to allow every Chinese citizen access to medical services.
During a meeting, Li called for an increase in the number of pilot counties undergoing medical reforms to at least cover 500 million Chinese residents.
He also challenged the sector to overcome the obstacles being faced in making the reforms a success.
The reforms include the assurance that medical resources are properly distributed, prices of medicines are managed to make them affordable to all citizens, and that skills of medical professionals are improved to include better doctor-patient relations.
