The International Olympics Committee is currently discussing the possibility of moving the 2016 Olympics from Rio de Janeiro back to the 2012 Olympic site in London due to Brazil's alleged bad planning.

Discussions emerged after committee members raised concerns over the lack of progress in preparations at the Brazilian city.

A senior IOC official said the planning in Brazil was among some of the worst ever seen and Brazilian media have started referring to the management process as 'shambolic'.

London, the site of the last summer Olympic games, has been brought up as a possible back-up, should Brazil continue to face planning difficulties for 2016.

Comparisons on the planning stages of various Olympic games revealed that Athens had completed 40 percent of preparations for the 2004 Olympics at the same stage that Brazil is in now, while London completed more than 60 percent of preparations for 2012 at the same stage.

Brazil, on the other hand, has achieved barely 10 percent and it only has two years left until the 2016 Olympic games take place in Rio.

Issues with planning and preparation for the Olympics in Brazil have been partially attributed to the fact that the nation is also set to host the FIFA World Cup next month. The monumental planning which goes into an event of this size has caused organizers to struggle with keeping up with 2016 Olympic preparations.

A special task force has been set up in Rio in order to help expedite preparations for the Olympics.  However, if the situation does not improve, London may see itself hosting the 2016 games.

This will not be the first time that London would host the Olympic Games under emergency circumstances. In 1908 the Olympics was slotted to be held in Italy but Mount Vesuvius erupted, causing the IOC to make the dramatic choice of moving the games to London.
