(Photo : Time Weekly) Alibaba is getting closer with the Chinese government.
Jack Ma's Alibaba Group has built up a strategic cooperative partnership with at least seven provincial governments, including Hainan province and Zhejiang province, on Cloud computing and big data.
Gansu province signed a strategic cooperative partnership agreement with Alibaba recently in Lanzhou city. The two parties will build an industry cluster of e-commerce service, modern intelligent logistics, cross-border e-commerce, cloud computing and big data, promoting the development of "Wisdom Gansu."

According to the deal, the partnership will fully give play to Gansu's advantages of resources and environment and will express Alibaba's advantages of multi-industrial development centering on Internet. They hope to achieve the goal of being complementary of advantages and of co-development.
Zhejiang governmental service website is an achievement of the strategic cooperative partnership between Zhejiang Provincial government and Alibaba. Generally, the website is a governmental service "supermarket" providing more than 10,000 administrative approval items of three-level governments and other convenience services including making appointment for marriage registration, registration for seeing a doctor, inquiring the score of college entrance examination. Netizens can handle the governmental services as daily shopping at Taobao.
An anonymous senior manager in the Internet field says "In the past, Alibaba only worked on electronic commerce and did not need to spend too much energy to work with government. After all, it is not a real estate company. But now, Internet finance needs government's support. Aliyun hopes to obtain basic data from each city. This urges Alibaba to get closer with government. "
Jack Ma always stresses that what he is doing is not business, but ecology; what he builds is not a company but a social organization. His ultimate goal is to provide the basic "water, electric, gas" in this mobile Internet era, to establish a "borderless living area" and to make the dream of "Taobao is life" come true.
Zhang Handong from Zhejiang Business Research Center considers the partnership is based on the common goal of social and economic development. "Alibaba is conducting its social responsibilities as an enterprise. What governments have to do is to provide a beneficial business environment and to care about the issues that enterprises care about such as government policies and government efficiency."
