The white paper elaborated the Chinese government's achievements in helping its people achieve the 'right to development.'
The report stated that the Chinese government has been aiming at promoting the Chinese people's well-being through justice and social fairness. It has been achieving all this through comprehensive and deepened reforms.
Reforms in 2013, the white paper said, took place in various economic undertakings that improved the people's well-being. They also included social and cultural areas, and safeguarded the right of the people to equally participate in the development process.
The living standards of its citizens have steadily risen evidenced by improvements in basic needs such as food, clothing and shelter, including improvements in transportation means.
The report also highlighted China's social security system. It acknowledged that it remains to be improved, but so far its benefits are suitable to the country's social conditions.
Since 2013, the report claimed that residents from urban and per-urban areas can now live in dignity. Those who used to live in dire circumstances have better living conditions now than before.
Finally, the white paper covered many other areas where the Chinese government has dramatically improved its public services.
Those mentioned in the report include a strengthened democratic and legal system, improved public sector representation, faster internet and preferential treatment in favor of ethnic minority groups.
