An expat who writes for the Wall Street Journal living in Beijing said she has been picking her nose in public because it is a fad that she has observed since she moved to the country about a year ago.
She found it repulsive at first, until she found herself participating in this known bad habit. She has some reasonable explanations to back up her new way of thinking about this manner on how and why it is not so bad after all.

She wrote that every country in the world has their fair share of bad habits, like Americans placing their feet up on desks. That is something really annoying and could make most people from other countries even feel aggravated. Americans also eat everywhere, especially New Yorkers. You would see them with their sandwiches while they are on a moving train and it doesn't matter how messy they could get nor how the food would smell in their offices, they will still do it.
For Americans, nose picking in public is just not acceptable. It is different in China though because apparently, it is a lifestyle. If it is your first time in the city of Beijing, you probably wouldn't think it would also be a part of your lifestyle.
After witnessing a nose picker while in the subway of China, she didn't think much of it, since she has also seen commuters on trains back in New York doing many different things while on the ride. But after seeing a man who was looking all fancy in his pinstriped suit on a classy banquet dinner, she knew that it wasn't a rarity.
And it also makes sense since the city has been known for its pollution so cleaning their noses have been a real way of life.
Since then, she started doing it and felt a sense of freedom just like any other locals who have been doing it for a long time now.
