An investigation carried out by former Federal Bureau of Investigation (FBI) director Robert S. Mueller has determined that the Baltimore Ravens had detailed reports about Ray Rice's domestic violence incident since early February.
This news that they obtained information that early should have been shared with the National Football League (NFL).

According to Muller though, the report did state that the Ravens were not able to see the video of Rice striking then-fiancee Janay Palmer in a casino elevator before September 8.
However, the investigation did indicate a detailed recounting of what was captured on the in-elevator video.
The Ravens' director of security, Darren Sanders, received information from a lieutenant with the Atlantic City Police Department who provided details of the video to Sanders in a conversation in late February.
Lieutenant Rodney Ruark described to Sanders what happened between Rice and Palmer as he watched the video.
Notes made by Sanders are included in the report.
It begins by recounting how the video shows Rice walking away from Palmer from the restaurant ahead of her by 30 yards. She was following and they appear to be arguing in the hallway.
He then says that Palmer appears to spit and slap him, prompting Rice to push her away and make his way to the elevator.
Once inside, Rice delivered the blows that caused Palmer to go unconscious.
These pieces of information were never provided to the NFL and the organization did not request it as well, the investigation determined.
Sanders then took the information to brief Ravens general manager Ozzie Newsome, team president Dick Cass and even Head Coach John Harbaugh.
On February 26 NFL Senior Vice President of labor policy and government affairs, Adolpo Birch, had a conversation with Newsome and also shared it with Commissioner Roger Goodell.
The email said that Newsome thought the incident was bad, but were holding and waiting to see if charges would be filed between parties.
The report then said that if the NFL requested any information, Sanders and Cass would have provided it.
