CPC: Plans for Anti-Corruption System are Laid Out

A realistic efficient anti-graft system is set to be established as part of completing a new plan for corrective inspection reform in 2017, the Communist Party of China (CPC) announced at a meeting on Monday.
The plan was declared by the Party during a conference of the Political Bureau of the CPC Committee held where four former top-ranking officials were ousted from the Party in its quest to clean up its ranks.

According to Huang Shuxian, minister of supervision, the reform will be focusing on intensifying checks and supervision of leaders through a dual leadership scheme which will allow more power to discipline inspection groups.
Though having an anti-corruption model may have little effect in clipping corruption right off from its roots, it may actually be an effective system in scrutinizing and prosecuting corrupted behavior such as embezzlement and bribery, according to Tong Zhiwei, a professor of constitutional studies at the East China University of Political Science and Law.
Meanwhile, the CPC intends to refine the efficacy of inspectors who are assigned to uncover malpractice and detrimental work methods that may be occurring in local governments, state-owned enterprises and public institutions.
Aside from this, the Party is also planning to create inspection agencies and additional laws and regulations about corruption. In 2013, 10 batches of inspectors conveyed information that is instrumental in overthrowing corrupt officials from office proving that centralized investigations are more efficient than those which are not.
While keeping the organization's size unchanged by streamlining and integrating the officers' functions, the CCDI and the Ministry of Supervision have established new branches to take care of inspections and oversee discipline officers.
However, Xin Ming of the Party School of the CPC Central Committee affirmed that like all other reforms, improvements in the Party's system will undergo a gradual and solid step-by-step process.
