In essence, Google will become a mobile virtual network operator or MVNO, which would give the search engine giant the authority to offer wireless services to customers even if Google doesn't have a physical network facility.

Google is said to have made agreements with U.S. carriers T-Mobile U.S. Inc. and Sprint S with regards to using their network. Both telecom companies wouldn't confirm this, however.  Although the services will only be offered in the U.S., it's believed Google will probably offer similar virtual services to the rest of the world.

The virtual mobile network plan has already been given the codename "Project Nova."

Google Senior Vice President for Android, Chrome and Apps Sundar Pichai told the MWC audience Project Nova will be the "backbone" that will help the company provide internet connections worldwide through network carriers.

Google virtual mobile subscribers will be able connect to their mobile phones to any participating telecom carriers that provide the strongest signal for their phone.

Also, dropped calls, which have been the bane of mobile phone users, will be minimized.  In case your conversation has been cut, your phone will automatically try to reconnect with the other party.

Pichai made it clear their virtual mobile network service doesn't seek to compete with other operators such as AT&T, but merely s how to improve the system further.

Project Nova is just one of three projects Google's working on.  These three projects will enable Google to provide the means to help four billion of the world's population connect to the internet.  The other two projects are Link and Loon.
