NPC Chairpersons Take Delegates' Review On Gov't Work Report In First Meeting

The Executive Chairpersons of China's 12th National People's Congress (NPC) have presided over the event's first meeting at the Great Hall of the People in Beijing, China to review important issues and documents.
During the meeting, the chairpersons received feedbacks on how the legislators viewed the national government's work report.They were given suggestions and recommendations on parts that need to be changed.

A draft resolution pertaining to this particular government work report has also been presented to China's assembly leaders.
The chairpersons studied the legislators' views on the national economy and programs for social development. They also tackled the budgets for national and local governments.
The NPC's Law Committee submitted to the chairpersons the positions of the delegates on the proposed revision to the Legislation law.
The committee also laid down some ways to improve the draft of the bill. They had gathered points for improvement from about 920 deputies who shared their opinions on the measure.
The NPC is the only full session of China's congress held every year. About 3,000 delegates from across China attend the sessions as well as the general assembly.
Each lawmaker attending the NPC has a term of five years. The legislator is elected in his district by delegates to the provincial congress. These delegates, meanwhile, were selected by participants in the 'lower level' assemblies.
"Only the lowest level of people's congress delegates - at county level- are directly election by their constituents," states the website of finance magazine, Caixin.
While in session, the NPC will approve laws, budget and key personnel movements, Caixin adds. The website further says that during sessions, lawmakers may resort to abstentions or cast negative votes, and that these actions have become more frequent recently.
Nevertheless, Caixin notes, "The NPC has never voted down a piece of legislation presented by its legitimate government bodies, including the State Council, or prominent officials from the courts or the prosecutors' office."
