Migration rates of Central Americans to the U.S. have been receding for the past weeks, the Obama administration reported to lawmakers in a meeting on Wednesday.
Simultaneously, Democrats opposed to immigration law reform have increased in number, citing that the law designed to protect the youth crossing the southern border have deteriorated making it harder for the legislators to come to an agreement for the border crisis before their recess on August.

The main dilemma here is how to lessen the flood of unaccompanied minors crossing the border to the United States who are mostly from Guatemala, El Salvador and Honduras.
Under President Barack Obama's leadership, the administration has implied that it would be amenable to stripping away the legal protections imposed by the 2008 immigration law to have a faster turnaround rate on illegal migrant deportation through a $3.7 billion budget.
Republicans and several Democrats have made their stand that they would not pass any additional budget for the border crisis if it is not accompanied with a law reform that would expedite the immigration hearing process. Bipartisan lawmakers from Texas have drafted a proposal to see to this, entitled the HUMANE Act.
However, majority of the Democrats in the Upper and Lower House have expressed their discontent on the bipartisan legislature citing that the law is not the problem.
Many legislators led by Minority Leader Nancy Pelosi of California and members of the Hispanic Caucus have expressed their disagreement with the idea to sacrifice certain civic rights in the intention to fast-track the immigration process. They pressed the President to find a way to speed things up while religiously following due process.
Since October, more than 57,000 youth crossed the border illegally, exceeding recorded statistics for the past years. According to Homeland Security, illegal border crosser arrest have receded from an average of 1,600 to 700 a day.
