The Ministry of Industry and Information Technology said that anyone sending commercial text messages without the receiver's permission could face a penalty of up to 30,000 yuan ($4,900).
The Center for Research on Electronic Commerce located at the University of Texas has created a website that warns companies being spammed that they're being spammed.
The goal of the SpamRankings.net website is to alert companies that they're spamming and hold them accountable to stop spamming.

This alert helps companies enhance their security levels by creating fewer opportunities for consumer data to be stolen.
Experts said spam, which is frequently sent by a third party without a company's knowledge, can be a symptom of an underlying security problem.
SpamRanking.net ranks a company's spam levels; the higher the rank, the greater amount of spam they're sending.
For corporate victims, inbound spam can carry malicious codes used by hackers for fraud and crime.
Outbound spam, on the other hand, confirms that the company's IT security has been breached, and the organization is susceptible to all sorts of malware.
Gene Moo Lee, a CREC lead researcher, said that botnets send the spam that compromises computers.
He noted that spam can be used for worse things such as service denuial attacks, identity theft, blackmail and financial record alterations.
Companies who are distributing spam messages will receive a monthly advisory for SpamRankings.net.
Each advisory sent by CREC includes addresses that sent spam during the month so the organization can check those addresses to see if they're still infested.
