State Council China Gets Rid Of 48 Non Administrative Review Items, Cutting Red Tape

In an aggressive move aimed at tacking the issue of corruption, the Chinese Government confirmed that it would be removing several non-administrative review items from the procedure.
The system of non-administrative review came into existence in the year 2004, when most of the review items being included in the list were those that needed government review and approval. However, with passage of time, an increasing number of items were being included in this domain increasing the overall complexity of the system. Additionally, with the inclusion of areas like tax breaks, local tourisms, the non-administrative review list was actually evolving as a hotbed for rampant corruption. Given this situation, the State Council of China decided to tackle the matter on a priority basis. According to the reports on Xinhuanet that quote Li Zhangze, spokesman for the team clearing up review items, the increasing complexity was actually responsible for hampering the development of business in the country to a certain extent.

In his statement, Li also added that with the non-administrative review system, any government department was free to create a review item under the pretext of taking care of internal procedures. Through this system, the government agencies often assumed a self-authorization position making it even more challenging. Also, such situations clearly increase the opportunities where power is being abused and used against the ulterior motive of working for the welfare of the country. The administrative reviews, on the other hand, are more regulated by the legal authorities and therefore add efficiency to the administrative procedures.
Another report on China Daily, also points out that the government has assured the people that it will get rid of all non-administrative reviews this year itself. The current rule removes 48 items from the non-administrative review list adding another 84 items to the internal review category. This move is expected to simplify the administrative procedure and also minimize the cases of corruption.
