Samsung's attempt to build its own operating system keeps running into problems, the latest one being the delayed release of the Tizen OS in Russia.

The problem surfaced as Samsung reported that eager users will have to wait as they delay sales of the handset. The company explained the causes for the delay in a statement released Monday.

"To further enhance Tizen ecosystem, Samsung plans to postpone the launch of Samsung Z in Russia," the company said.

"Samsung will continue to actively work with Tizen Association members pursuing to further develop both Tizen OS and the Tizen ecosystem."

One of the problems in developing independent operating systems is attracting app developers to support the platform. Third party app developers can either breathe life into operating systems or make upstarts that never take off.

These complications have repeatedly hindered Samsung's efforts to endorse its fledgling operating system, according to CS Monitor.

Tizen has also faced obstacles since it was announced. Tizen was supposed to be released in Japan last January but the country's biggest mobile service provider backed out at the eleventh hour.

The official release of the operating system was cancelled in Moscow in early July, leaving developers confused.

Although Samsung outsells its competitors in smartphones, and commanded 30 percent of the market in the first quarter of 2014, it is dependent on the Android OS developed by Google.

Samsung's having an independent operating system equates to more possibilities for customizing the user experience for their devices and earning from programs that are downloaded into its devices.

The handset that will carry the Tizen OS, the Samsung Z, will have a 4.8-inch 1280 x 720 HD display, an 8-megapixel rear camera and a 2.3 GHz Quad core processor.
