Incompetent Officials to be Demoted or Fired under New Regulation

China to Punish Incompetent Officials

(Photo : Photo by Feng Li/Getty Images) Chinese authorities have announced a new law that stipulates extreme punishments - including dismissal and demotion - for officials who are found to be incompetent at work.

The Political Bureau of the Communist Party of China (CPC) has issued a new rule on Friday which dictates that officials who are slacking at their jobs will face "organizational adjustment," state media reported.

While delivering his annual report to the National People's Congress (NPC) in March, Premier Li Keqiang made a vow to take action to ensure that incompetent officials are held to account. Chinese officials have been accused of several negative practices at work including being excessively bureaucratic, laziness and extravagance.

According to Xinhua, the new regulation, which is aimed at making officials in state-owned companies perform at their best, specifies that anyone who is found to be slacking at work, corrupt, irresponsible or failing to adhere to the Party's laws will be assigned to a lower ranking position or dismissed entirely.

The Chinese government has been very critical of underperforming officials. Last year, Premer Li compared being slack at work to being corrupt, Reuters reported. While chiding officials for keeping a low profile during the ongoing anti-corruption campaign launched by President Xi Jinping, he explained that professional integrity and hard work are very much compatible.  

Since the beginning of the year, local governments across the country have been laying down trial regulations to identify and punish officials who aren't working to the best of their abilities. In April, China Central Television reported that more than a thousand officials in Qianxi county, Guizhou province, had been ordered to spend up to seven days in military boot camps due to their incompetence. This revelation ignited a lively public debate about the appropriate measures to mete out punishment to incompetent officials.

Premier Li has noted that underperforming officials cause great harm to the nation as they impede the collective efforts to maximize the country's economic growth potential. He explained that the country's annual economic growth rate of 7.5 percent is only a target, which can be surpassed.
