U.S. Spy Chief accused China of the cyber hacked that happened to the Office of the Personnel Management. The recent cyber hack that happened to the United States agency has been the center of the investigation because of the millions of personnel records from the federal government that was involved in the leak.

According to the Wall Street Journal, James Clapper said in a speaking engagement at the Washington Intelligence Conference, "China was the leading suspect in the attacks, adding that given the difficulty of the intrusion, you have to kind of salute the Chinese for what they did."
The government of the United States has not yet decided whether to give sanction to China over the massive hacking. Officials are still investigating the scope of the damage, despite other officials concluding that it is over 18 million personnel records at stake, including their personal Social Security Numbers.
In April, the United States President Barrack Obama signed an order that allows the treasury department to put sanctions to anyone who threatens the United States using cyber hacks. Meantime, the executive order has not been used on any case, and the attack on the OPM could be the first if China is found guilty.
Clapper believes that no amount of sanctions could deter the Chines government from stealing information until such time the U.S. government increases its punishment to those who will commit the crime. Clapper also said, "The challenge here, the problem for us, frankly, is until such time as we can create both the substance and the psychology of deterrence, this is going to go on. And that's been frankly a struggle for us, because of concerns about unintended consequences and other related policy issues."
According to BBC, despite the accusations thrown to the Chinese government, the Asian country remains positive and dismissed the idea of cyber hacking the Office of the Personnel Management in the United States.
John Kerry, on the other hand, said that the United States and China should come to an agreement regarding the development of a code-of-conduct.
