According to VG 24/7, Warner Bros. and Rocksteady Studios has decided that the Batgirl DLC content "A Matter of Family" will be delayed for the PC version of "Batman: Arkham Knight," due to the fact that they are still fixing the game's optimization and bugs found within the game.

Gamerant reported that the game's community manager posted a message for the gaming fans on the "Akham Knight" website as they apologized to them for the sudden delay of the DLC and they wanted to make sure that the Batgirl DLC is fully operational without any sort problems once the PC version of "Batman Arkham Knight" is fixed.
The "Batgirl: A Matter of Family" DLC was supposed to be released on July 14 for the PlayStation 4, Xbox One and the PC for gamers who have already obtained the season pass and the normal launch on July 21.
Kotaku noted that Rocksteady assured the gaming fans that once the issues found in "Batman: Arkham Knight" for the PC has been solved and tested, they will launch the DLC immediately.
Game Informer further adds that Warner Bros. and Rocksteady Studios will relaunch "Batman: Arkham Knight" in the fall of 2015 for the PC, as it was reported before that several patch details were revealed such as sudden game crashes, system memories, hard drive streaming and hitches, rendering bugs and optimization and many more.
The first game trailer for "Batgirl: A Matter of Family" was released last week and it features Batgirl and Robin taking on the Joker and his army as they try to save Barbera's father Commissioner Jim Gordon from the Clown Prince of Crime's diabolical plan.
The Batgirl will feature new story missions, side quest, dual play system with Robin and new hacking features.
It was previously reported that Rocksteady will be developing other gameplay DLC and storylines for "Batman: Arkham Knight" after the Batgirl DLC as their plans include another Batman prequel, a sequel story after "Arkham Knight" or an alternate dimension that sees Gaslight Batman etc.
The Batgirl DLC will be available on July 14 and 21 for the PS4 and Xbox consoles as PC gamers will be expecting the DLC once the PC version of "Arkham Knight" has been relaunched.
