The 48-year-old Kromer allegedly had an argument with the boys pushed one of them to the ground and punched him in the eye after throwing their fishing pole into the ocean.
Kromer allegedly then ordered that the chairs be returned to where they were found and told the boy that he would kill his family if he reported him to the police, according to the statement.
Zachary eventually talked to the boys and helped look for their fishing pole.
According to sources, Kromer is utilizing the self-defense angle in trying to exonerate himself, claiming that he was acting to keep his beach chairs from being stoled by the kids.
Kromer joined the Bills in January after two seasons as the Chicago Bears' offensive coordinator.
The Bills are reportedly taking their time in investigating that facts surrounding the incident.
It also remains to be seen whether the team will interview the alleged victim and any other witnesses.
Aopparently, Kromer's beach chairs had been moved on several occasions, and the the line coach caught those doing it in the act.
Observers say that since the Bills are striving to get back to the playoffs for the first time since 1999, they won't be inclined to quickly get rid of Kromer unless they find a good replacement.
The Bills have to decide fast as players have to reprot for training camp by July 30 at the latest.
The NFL was forced become more aggressive in disciplining players after an increase in high-profile off-field incidents, and many will be watching how the league will act against Kromer.
The NFL can act without fear against Kromer since the league's coaches don't have a union, allowing the Commissioner to become the ultimate arbitrator.
