United States President Barack Obama will sign a US$16.3 billion bill for the Veterans Affairs facilities on Thursday to improve problems of health care delays.

The president will be traveling to a military facility outside Washington, D.C., to sign the plan in hopes of easing the uncertainty of veterans in the U.S. healthcare system, according to the Huffington Post.

The U.S. Congress passed the bill prior to its summer recess. The bill is expected to help veterans have a faster and more convenient VA hospital and clinic appointments.

The measure also intends to ease the health care delays that veterans have been experiencing.

Former VA Secretary Eric Shinseki was removed from his position in May following the allegations that the VA has been covering up health care delays.

Included in the bill is an emergency spending allowance worth US$10 billion that will enable the veterans to consult with a private practitioner in the event that they are unable to set an appointment with a VA doctor within 30 days.

A VA senior administration official said the new management is more efficient in making sure that there are no more delays in the health care system compared to the previous one. He added that even though there are still work to be done, the process is now faster.

The senior administrator said that the American people have every right to be outraged by the misconduct at some VA facilities across the U.S.

Programs implemented by the Congress and by the new Veterans Affairs Secretary Robert McDonald are a good way to bring back the confidence of veterans' in the VA healthcare system, the administrator said.

McDonald is set to travel to the VA facility in Phoenix that was at the focus of the delay controversy.
