After high profile government officials have been arrested, including the Minister of Defense, Xi is now focusing on cracking down on local-level corruption.
Political observers note that political leaders at the municipal level may not be high up the ranks in the political world but they still have a substantial amount of power.
Xi recently enacted a series of reforms which included meeting new environmental targets, eliminating unnecessary licenses for businesses, and cutting out official spending for lavish traveling and entertainment.
Under Xi's command, several groups of state officials from Beijing descended upon dozens of municipalities across China.
Surprise raids, interrogations of local government officials and collection of documents were all part of the inspection team's tactics to gather critical evidence of wrongdoing.
At the conclusion of a 10-day investigation, a 1,000-page report was issued that lambasted local leaders for allegedly "looking out for their own financial interests and consistently ignoring directives from Beijing."
Local leaders have considerable power in policy-making decisions and often appoint up and coming leaderships into the political ranks.
In 2010, tensions between local government and central government escalated when many local leaders purportedly ignored clean air initiatives and financial reforms which came directly from central government.
Many local leaders have only had an informal relationship with their counterparts in Beijing and have often ignored directives from the central government.
