Donald Tusk, the European Council president, chaired the extraordinary meeting on Sep. 30, Wednesday.
According to EU Observer, the heads of state agreed at the meeting that they fund for hosting countries, new reception centers, and reinforce external borders. These mean that the European Union (EU) is especially given the challenges faced by countries that are outside the union that are hosting most of the refugees.

The European Council president admitted that the greatest numbers of refugees are apparently yet to come. As it is, it would not likely that fewer people are going to be forced to leave their homes, which are in the war zones and deprived regions. Hence, to reduce the future suffering of millions of refugees, the root causes must be addressed.
Policy-makers, in a globalized world, must keep in mind that what is done in Europe has a big impact outside the borders. Use and resource extraction are significant contributing factor to most of the violent conflicts that cause people to make dangerous journeys to faraway lands just to survive.
Reckless European over-consumption drains poorer nations of their own natural resources, which drive up prices and fuel conflicts.
Meanwhile, the autumn's revised Circular Economy package will be a significant test of Europe's seriousness to take an urgent action to tackle this through measuring and reducing the use of resources in the European Union in absolute terms.
On the other hand, New China said that the United States and Europe have to collaborate closely with the international community to address the symptoms and root causes of the refugee crisis by looking into a long-term solution.
Chinese President Xi Jinping said on Sep. 28, Monday, that the root of the current refugee crisis that troubles the EU lies in the unbalanced development and social instability. Hence, in addition to humanitarian assistance, the international community should find an effective solution to social instability and poverty as well as eliminate the cause of conflicts in the refugee source countries.
Moreover, to receive the Middle East refugees and resettle them are just a starting point to handle the crisis while the conflict in Iraq, Libya, Syria, and other places is important for any lasting solution.
