The Chinese government released a three-minute propaganda music video in English on Tuesday to explain the Communist Party's new economic plan.

The video, which was released by state-media agency Xinhua, has been described as "weird" and "psychedelic." The colorful animated musical explains China's new 13th five-year plan with Chinese subtitles.

Leaders of the Communist Party of China (CPC) are expected to meet this week in Beijing to approve the new Five Year economic plan.

The propaganda video starts by asking if viewers want to know what is currently going on in China. "If you wanna know what China's gonna do, best pay attention to the shisanwu [thirteenth-five - an abbreviation of China thirteenth five year plan]."

The video has a catchy chorus which is sung repeatedly. It also features a cast of animated images including the Great Wall, a cassette tape, a disco mirror ball and several other captivating scenes.

The visual collage also features cartoon characters of Albert Einstein's face along with faces of some of China's reputed leaders, like Chairman Mao Zedong and Zhou Enlai.

The video was reportedly designed by Fuxinglushang Animation Studio, a company reputed for producing propaganda video for the ruling Communist Party.  The video listed the merits and effects that the new five year development plan would have on the people and economy.

The viral clip acknowledged several contributors who worked to create the new five year plan. It said "There's doctors, bankers and farmers, too, and even engineers who deal with poo!"

In Chinese, Fuxinglushang can also mean "the road to rejuvenation." The company has created other propaganda videos for the Communist Party in the past.

Although the video presents the new plan with optimism, economists say China had to develop the plan with dropping economic rates in mind.

High-ranking members of the CPC are expected to use the new 2016-2020 plan to reestablish their commitment to change China's economic reliance on investment and trade. The new plan is expected to target the transformation of China's economy to a more self-sustaining entity powered by domestic consumption.

The new plan will also focus on achieving China's social and environmental goals. The plan includes pushing for the use of more renewable energy and raising household incomes for millions still living below the poverty line.
