China to Grant Legal Rights to 13 Million Residents Born in Violation of One-Child Policy

China is planning to grant licenses to about 13 million unregistered residents in the country. The license, which amounts to legal recognition, will include personal information such as a person's name, birthdate and more.
This means the end of living in the shadows for "black children" or individuals born in violation of China's one-child policy.

A household registration permit known in Chinese as "hukou" will be given to the unregistered residents. Without hukou, these individuals are unable to enjoy the benefit of health care, have a formal education or job, and get married.
President Xi Jinping announced this arrangement during the 19th meeting of the Central Leading Group for Comprehensively Deepening Reform on Wednesday.
"It is a basic legal right for the Chinese citizens to lawfully registerfor hukou. It's also a premise for citizens to participate in social affairs, enjoy rights and fulfill duties," reads an official statement released after the meeting as reported in People's Daily Online.
Parents, who failed to follow the one-child policy, will pay a "social maintenance fee" to make their children legitimate and obtain a hukuo for them.
Although Li Xue was born in Beijing, she is considered as an alien in her own country and her parents were to pay the fine of 5,000 yuan as demanded by the government.
As stated by her mother, Bai Xiuling, they have to beg their neighbors for medicine if she becomes ill.
Li Xue has found a temporary job but she is still uncertain of her future holds.
