Powdered Milk Investigations by Guangzhou Industrial & Commercial Bureau


Since period of time, the safety issue of powdered milk has been discussed around the country and the public strongly asks for the safety confirmation for powdered milk from Chinese government.  The journalists of South Daily had a chance to go through the process of the powdered milk inspection with Guangzhou Industrial & Commercial Bureau (ICB).

On the inspection day, the officials from ICB and the journalists came to a supermarket. There were various brands of powdered milk products on the shelves. The officials picked up six of those brands and purchased six cans of each brand. According to the officials, they would take five cans of those purchased powdered milk products and send them to the entrusting labs/inspection institute to conduct the inspection. All the cans were sealed and stored in the supermarket as the evidences for the inspection. Besides, ICB asked the supermarket to provide the copies of their business license and the food license authorized by the China Food and Drug Administration (CFDA). The officials wrote down the business license number and the food license number, the production date, and other information on a inspection record. The supermarket manager, the officials from ICB and the authorized person from the third party lab/inspection institution affixed the seal to the report together to ensure the accuracy of the information. If the powdered milk product passes the inspection, the officers will send a certificate to the supermarket for selling the powdered milk product, and the sealed can will be released and is allowed to sell; yet the ICB will order a seizure to the entire lot of the powdered milk product that fails the inspection. Those products will be destroyed by ICB. The list of the unqualified products will be published publicly.

Some people say that ICB should inspect each kind of the powdered milk products rather than random inspections. It is better that the ICB should publishes the whole production and commercial chain of the powdered milk so that people will understand and have sufficient information before they purchase the products.
