China Urbanization Report: Citizenization Rate is Overestimated

It is reported that the Chinese citizenization has been overestimated according to the Blue Book Urban Development Report of China, written by the Chinese Academy of Social, the Social Academic Press and the Environmental Research Institute.

The citizenization means the transformation process from farmers to the citizens presented by the articular population. In a simple word, it is the process that the farmers move to and live in the urban cities so that they can earn the permanent resident permit, share the social benefits and political rights, obtain the adequate public health service and have a better life in quality, etc. It is also pointed out that the current development rate of the citizenization is climbing in a fast and stable speed. The population of this group is about two hundred and forty millions. Due to the obstacles such as transformation budget, policies, capacity, education level, and social resistance, the process slowed down in the past time. The Blue Paper shows that only 40 percentages of the farmers completed the citizenization in 2011. In 2012, the accurate rate of citizenization is about 42.4 percentages, about 10 percentages lower than the federal statistics report. In another work, the citizenization has been overestimated by 10 percentages.
In the following decades, the population of citizenization is around three hundred million to four hundred million, including the farmers who are undergoing the process and the new emerging people with the development of the urban cities.
Currently, the citizenization population is a one hundred and ninety million. Based on the current data and the project strategy, the urbanization rate would be 60 percentages in 2020 with the eight hundred and forty million urban cities residents. China would become a moderate-city level country at that time. The rate would be up to 68 percentages in 2030, and the urban population will be more than nine hundred and fifty million. The number keeps rising till the 2050, with the urbanization rate of 80 percentages. There are twenty years for China to improve the citizenization, the report says.
