Yuan Guiren, the Chinese Education Minister said that there are more than 1.55 million Chinese students overseas, so it is necessary to reiterate the importance of etiquette and good morals. The image of Chinese people has been affected due to the improper behavior that most Chinese tourists show.

This prompts the Chinese government to extend measures to regain good image. The Ministry of Commerce promised to work with the international labor organization in correcting the improper behavior of Chinese employees abroad.
Vice Foreign Minister Zhang Yesui said, "The uncivilized behavior of some Chinese tourists abroad, including talking loudly in public places and carving characters on cultural relics, has seriously harmed the country's image while annoying local residents."
"The behavior, with little respect for local culture, could also have a harsh impact on Chinese overseas students and workers while bringing unnecessary problems to the tourists themselves," he said.
He added that the influence of the media, lack of restraint of some Chinese tourists and travel agencies has paved the way for the negative image to be heightened. He said, "The travel agencies should also better prepare themselves against emergencies and disputes involving Chinese outbound tourists while further informing Chinese tourists of local practices before the trip."
Instead, he urged the authorities to guide the Chinese overseas workers well in terms of public behavior and social etiquette. He also reiterated the importance of respect for other religions and different customs.
Huang Chenwie, a tour guide from Jinjian Travel said, "It's embarrassing to see warnings against littering, spitting on the ground or smoking in non-smoking areas only in Chinese characters at some places of interests abroad."
However, Yan Jinsong, a professor from the China Tourism Academy said, ""Most of the time, Chinese tourists don't mean to offend local residents. The offense is mostly due to the lack of knowledge or information."
"Many foreigners complain about loud talking by Chinese tourists, which, however, is a habit of the people in the country rather than being done out of spite or malice."
