It's helpful for America to strengthen the relationship with PACIBER if China is stronger

A news from BBC wrote that Herbert J. Carlisle,Commander of Pacific Air Forces, said on 29th that " strong request about territory" announced by Beijing can lead to "miscarriage of justice", but on the other hand can strengthen the relationship between Washington and PACIBER.

Commander Carlisle also said that America is worried that the strong request will lead to " miscarriage of justice" "EVERYDAY".
He pointed out that, because Beijing continuously intensify its position on territorial conflicts, Washington decide to move the core of America military and foreign relationship to Asia-Pacific. Now, China has territorial conflicts with Philippine, Japan and Vietnam.
" The strong request of China actually let us closer to our allies because they need our help." He said "even though some allies will buy military things from other countries except America, their final target is compete with China."
Carlisle pointed out that, America will strengthen the army in Asia-Pacific, especially moves the military power from Europe to Asian-Pacific. He also said that half of American F22 are already in Asia-Pacific and almost all F35 are in Asia-Pacific.
