China Airlines' On-Time Departure and Late Landings Caused Fears

With the demands of air travel, China is now facing a challenge on how to avoid any flight delays. Their solution: unrestricted take-off. This is the practice of flight departures, even if there is no available landing slot. This risky move by some of the aviation authorities have steered much fear of airplane accidents.

However, The dean of the Collage of Air Traffic Management at the Civil Aviation University in China, Yang Xinsheng said, "Waiting on the ground is always safer than waiting in the air."
This new implementation of flight policies started last week in the hope of navigating away from the notion that China airports are the worst in the world for delayed departures and arrivals. This took effect in many airports including Xian Xianyang, Kunming Changshui Airport, Shenzhen Baoan, Beijing, Shanghai Hongqiao, Shanghai Puding and Guangzhou Baiyun.
As some aviation experts see the potential of the measures, some people think otherwise. The only thing that Yang considers is the fact that the plane could be circling around the air for hours, waiting for a possible landing slot.
This would cause the airlines more fuel consumption, as well as causing pressures and stress to all air crews.
Yang said, "I don't think passengers would want this either. Taking off on time may reduce anger, but circling around the airport could induce panic."
An aviation expert based in Hong Kong said anonymously, "This puts great pressure on air traffic control - and the mainland's [civilian] air traffic control is not among the best."
"They also have to deal with heavy interference from the military, so there could be safety concerns. This could well be an experiment by the government to squeeze efficiency.
"They may want to push the limits to test what traffic controls are necessary and what could be relaxed to reduce delays,"
