Shanghai's local police is enlisting the help of other law enforcement bodies from other administrative departments to help their latest campaign to impose stricter traffic rules on motorists.

The law enforcement divisions of the urban management authority, industry and commerce commission, and the transportation department will lend a helping hand to Shanghai police.

The campaign will include 79 main roads and 160 key sections in downtown areas, roads in near government agencies, schools, hospitals, business centers, large residential areas, and tourist sites.

This is the city's latest action to combat the congested roads and horrible traffic conditions.

"For example, overusing car horns has been forbidden within the Outer Ring Road since 2005. However, you can frequently hear such horns wherever there's congestion," Deputy Mayor Bai Shaokang told Shanghai Daily

Aside from illegal use of horns, police will also crack down on motorists running the red light, using expired or fake license plates, using bus lanes, illegal parking, illegally changing lanes, stopping at pedestrian crossings when the traffic light is on red, and reversing illegally.

Pedestrians and cyclists who ignore traffic lights or climb over road barriers will also be fined, according to Shanghai Daily. Motorcycle riders who carry passengers for profit is also covered.

The violations will be recorded in drivers' credit ratings. The government is also working on a system that will reflect a person's traffic violation on his or her application for residence permit (hukou).
