NATO plans to establish new bases and deploy its forces in Eastern Europe in response to the crisis in Ukraine.
The move is seen as an attempt to deter President Vladimir Putin from further "advancing" Russian troops in the region that could result in further instability.
The proposal will be discussed next week in Cardiff, Wales during a NATO Summit.

The issue of establishing a permanent NATO base in Eastern Europe has been met with different responses. France, Italy and Spain oppose the proposal, while the U.S. and Great Britain support it. Germany is still undecided as it wants to avoid provoking Russia.
Divisions among NATO members are expected to be resolved during the summit, according to NATO Secretary General Anders Fogh Rasmussen in an interview from The Guardian.
Forward deployment of supplies and equipment are needed in order for NATO to adopt a "readiness action plan," he said. The plan involves the establishment of a NATO rapid response force that could be fully deployed in a short amount of time.
During the summit, the term "permanent" will likely be avoided to describe the new bases.
More than a decade ago, NATO guaranteed Russia that it would not establish permanent bases for its troops close to the Russian border
Instead of stationing permanent troops in the new bases, it could be on a rotational basis, but with a high frequency, said Rasmussen.
Poland, Latvia, Estonia, and Lithuania have expressed their concern over Russia's aggression and have indicated that they want an increased presence of NATO in the region. All four countries are members of NATO and were formerly part of the Soviet Union. They are wary that they might be the next target for Russia.
So far, NATO's response to the conflict over eastern Ukraine has been met with criticism.
The modernization of Ukraine's armed forces will also be discussed at the summit and Ukrainian President Petro Poroshenko will be attending.
