Russian Separatists Lower Demands In Talk of Forming Peace

Pro-Russian rebels have lowered their demands of full independence, Monday morning. The rebels say that they would respect the Ukraine's sovereignty under the condition that they allow the self-rule of the 'rebel faction'. A recent shift in economical circumstances heightens Moscow's willingness to push towards another attempt at peace.

Monday morning's negotiations bring word of "significant change in their vision for the future of Ukraine's eastern region.
This particular eastern region houses predominantly Russian-speaking Ukrainians.
However, at this time, these are only words and speculations and it is unsure whether or not they will actually come to a resolution. Monday morning, the rebels pressed the Ukrainian government forces and officials to vacate or surrender an airport near Luhansk. This recent series of gains for the Russian-backed rebel factions mark only the third-largest city seized by rebel militants.
Despite the vague talks of peace, the brutality of war still wages on as the rebel factions continue to press through eastern Ukraine.
The recent talks of peace stem from last week's meeting between Russian President Putin and his Ukrainian counterpart, Petro Poroshenko. Also present at these negotiations was former Ukrainian President Kuchma, Russia's ambassador to Ukraine, personnel from the Organization for Security in Europe, and multiple representatives of the rebel groups.
These particular negotiations are for eastern Ukraine only. There is no talk about delivering back Crimea or it's ports - a move that is said to have cost Ukraine "untold billions" in Black Sea oil and mineral rights.
The rebels state that they are willing to discuss "the preservation of the united economical, cultural and political space of Ukraine." In return, the rebels want similar actions, as they demand "comprehensive amnesty" and "broad local powers." According to the rebel's representatives, these demands will allow them to appoint their own local law enforcement officials.
Some say the pro-Russian separatists' more lax and reasonable attitude toward the negotiation platform directly reflects Putin's desire to strike a deal with Ukraine, in order to avoid further punitive 'Western' sanctions and economical damage against Russia.
However, conversations of similar resolutions have been made this summer, yet only more warfare breaks out while the talks bring little to no visible results toward peace.
