Moves to increase counter-terrorism measures will be useless as long as the west continues their relationship with countries which supports fundamentalism, the Guardian reported.

Countries have been combating terrorism for nearly 13 years, and even with Britain's decision to increase the terror alert to a "severe level," terrorism shows no signs of slowing down.

The relationship of the west to countries who have a strict and literal adherence to political and religious doctrines, is mainly to blame for the continued grow of terrorism, analysts said.

According to reports, Qatar, a British ally, has been funding terrorist groups.

Despite the lack of evidence proving that Qatar is funding the Islamic State, evidence suggested that several prominent Qataris are.

However, even with incriminating evidence against Qatar, western demands to stop Qatar from funding terrorist groups have been unheard of.

Analysts said that the westerns lack of demand is a result of its "alliance" with the country.

Meanwhile, as the ISIS beheading of journalist James Foley came as a shock to the entire world, the media failed to cover that since Aug. 4, there have been about 22 beheadings in Saudi Arabia due to witchcraft and drug-trafficking charges.

Several reports also said that Saudis have been funding ISIS and other al-Qaeda operations worldwide.

In a statement released by Chatham House professor Paul Stevens, he said there has been an unwritten agreement going on for years between Saudi Arabi and the al-Qaeda that tolerates the presence of the terror group.

Associate fellow Kristian Coates Ulrichsen of the Cahatham House said several "elements of the regime" have been funding anti-Assad rebels and have disregarded where the funding was really used for.

In a confidential memo signed by Hilary Clinton, it was revealed that Saudi donors were the biggest "source of funding to Sunni terrorist groups worldwide."

But despite evidence that implicates Saudi, the Guardian said Britain cannot be expected to act on the matter since Saudi Arabia is the biggest market for British arms and both countries have had a century long alliance.

Besides Qatar and Saudi Arabia, Britain has also had a long time alliance with countries such as Kuwait, who uses the media to announce its support of terrorist groups.

British allies have been intimately connected with terrorism, and to combat terror, support of fundamentalist countries must be stopped.

But according to the Guardian, as long as money is involved, "rulers' lips will remain stubbornly sealed."
