State Disciplinary Commission Reprimands Two California Judges for Misusing their Courthouse Chambers

Two California judges were disciplined for having sex at their offices at the Superior Court, but will be allowed to keep their posts, reports stated on Wednesday.
The California Commission on Judicial Performance censured Kern County Superior Court Judge Cory Woodward and Orange County Superior Court Judge Scott Steiner for having sexual relationships with their court clerks.

A censure is the most severe public admonishment that the disciplinary commission can exercise against an elected judge without removing them from office.
The California judges have acted what the commission deemed as "irresponsible" after they were proven to have had sexual contacts with women in their courthouse chambers.
According to the report signed on Tuesday, Woodward had been involved in a 10-month-long relationship with a court clerk. This courthouse activity speculation was later on fueled by a call from the clerk's husband.
The report described in detail how the Kent County judge fought to keep a court clerk assigned to him, concealing their affair which lasted from July 2012 to May 2013. During their affair, several complaints were raised regarding the clerk's "flirtatious" behavior towards the judge.
Meanwhile, Orange County Judge Steiner was found to have engaged in sexual relationships with a female lawyer and a court intern.
According to reports, Steiner had sex with the intern in 2012 and later wrote her a recommendation letter for a post in the Orange County District Attorney's Office. However, she never passed the first interview.
The second issue involved a lawyer, who had sexual contact with Steiner during the day in spite of the risk of exposure. It was believed that she had a "quid pro quo" arrangement with the judge. However, the allegation was never proven.
Both judges were described to have acted poorly under the circumstances, but were allowed to retain the positions because they had been cooperative and remorseful throughout the investigation process.
Nonetheless, both judges will have to gain enough votes for the next elections if they wish to retain their respective offices.
